About Us

Supporting Columbia County School District's teachers since 1979!

Columbia Teachers Association is an education labor union that began in May of 1979, and it has served the teachers of Columbia County, Florida's public school district ever since. We serve as the Collective Bargaining Agent for teachers in our district when negotiating salary and contract agreements with Columbia County School District. We also serve our members when they need representation, advocacy, and support.

Your CTA leadership team consists of four officers and four board members, elected to their positions by teachers. Each officer and board member is a certified teacher in Columbia County, and all of us are classroom teachers working directly with our students each and every day.

These officers and board members are not the sole decisionmakers for Columbia Teachers Association: we have a strong network of building representatives. These representatives, from each of our school sites in the county, meet monthly to discuss issues, receive training, share ideas, and vote on decisions for CTA. These representatives also bring important information and trainings back to their schools to share with members. Building representatives are also the first point of contact for teachers at their worksite, to help with issues or answer questions.

Your officers, board members, and representatives also serve on various committees both within CTA and the School District. This allows our teachers to have a voice in important decisions and ensures that CTA is serving all of our teachers.

Committees & Teams

Columbia Teachers Association has several committees, both within our organization and committees we serve on in collaboration with Columbia County School District.

Bargaining Committee & Team

CTA has a Bargaining Committee, made up of teachers from every school site, to collaborate on potential bargaining items.

Our Bargaining Team, led by our Chief Negotiator, meets annually with the district's own Bargaining Team to negotiate contract changes and salary increases.

Insurance Committee

CTA representatives serve on Columbia County School District's Insurance Committee to review our district's health insurance plan, options, and renewals.

Calendar Committee

CTA representatives also serve on Columbia County School District's Calendar Committee to provide a voice for teachers on decisions as each annual calendar is planned.

FYRE Committee

FYRE stands for "Florida's Young Remarkable Educators" and is a program provided by FEA. CTA sends eligible newer teachers to this training at FEA's Summer Academy, and all new FYRE members become Committee members. They serve as voices for our younger teacher demographic and collaborate with our New Teacher Support program.

Social Media & Website Committee

CTA has a Committee to manage our social media and website presence. This ensures that no one single voice is speaking for CTA; we are a union and always a collaborative effort.

Professional Development Committee

Columbia Teachers Association has a Professional Development Committee to help oversee, design, and train for professional developments and workshops provided by CTA. Our New Teacher Support program is in collaboration with the PD Committee.

Meet Your Leadership Team

Dr. Jenee' Delaney

President

Dr. J is a 36-year veteran teacher who has been in Columbia County for most of her career. She works with students who are Differently Abled at Ft. White High School. She loves working with students, working with numbers, and traveling, especially to the beach.

Kristi Boeckman

Vice President

Kristi is in her 7th year of teaching high school English Language Arts at Columbia High School. She became a teacher as a career change, after previously working as a legal assistant. She has always had a passion for literature and learning, so she is happy to bring this passion to her classroom. She grew up nearby in Branford, Florida, has been married for 15 years and has two incredible, smart boys. She has a Bachelor's in English Literature from UCF and this Fall 2026 she will earn her Master's degree in Secondary English Education. She loves her role in CTA and advocating for her fellow teachers, students, and public education, and believes that the power of a union lies in its members. In her free time, Kristi enjoys travelling, reading, and gardening.

Clarissa Rossin

Treasurer

Clarissa is a 31-year veteran teacher who has been teaching in Columbia County her entire career. She loves spending time with her family, going to church, going to the beach, and singing. Mrs. Rossin Believes CTA give teachers a voice in how we work. CTA shines a light on teachers to let politicians and others know that we recognize our value to our community.

Lisa King

Secretary

Lisa has nearly 15 years of experience in public education, serving students and educators in instructional and leadership roles. She earned my bachelor’s degree in Elementary Education from Saint Leo University, followed by a master’s degree in Curriculum and Instruction and an Educational Specialist degree in K–12 Educational Leadership from Grand Canyon University. She is currently pursuing a Ph.D. in Cognition and Instruction, where her research focuses on strengthening educational practices and improving outcomes for both students and educators.

She believes in the power of a strong union because she has experienced firsthand why it matters. After being terminated without cause, her union (CTA) stood beside her throughout the process, and she was ultimately fully restored. That experience reinforced an important lesson: a union is much like insurance—you hope you never need it, but when the unexpected happens through no fault of your own, knowing someone is protecting your rights brings invaluable peace of mind.

Lisa serves as a union officer to stay informed about the policies, legislation, and contractual issues that affect our profession. She also serves as a building representative because educating others has always been at the heart of who I am. Whether in the classroom or through union service, I believe knowledge empowers people to advocate for themselves and each other.

I value having a negotiated contract, due process, and a collective bargaining unit that works to ensure educators are respected, protected, and recognized for the professionals they are. Supporting one another is one of the greatest strengths we have as educators.

Kristen Smith

Board Member

Kristen Smith is on the Executive Board of Directors for CTA. Mrs. Smith has been teaching for 20 years and is currently loving teaching her 3rd graders! She has taught in Baker and Columbia counties. She has taught at Five Points Elementary and Westside Elementary. In the 15 years she has worked in Columbia County she has worked for seven principals. Mrs. Smith loves being a teacher. She has taught several different grade levels, but says 3rd grade is a great place to be. When asked about CTA, Mrs. Smith replied as follows: “The Columbia Teacher Association is very important to me. Not only is it my professional organization, but the CTA holds my contract. Our contract outlines all of our job expectations, benefits, rules, and procedures that have been bargained for over the years between the CTA and our district. Our contract not only protects teachers, but gives us clear
guidelines between teachers, administrators, and the county office. Those clear expectations give me peace of mind that I am safeguarded during the school day and that I am not alone. While change can occur with one voice, we are stronger together.

Mickey Garrett

Board Member

Mick Garrett is a 43-year veteran teacher who has been in Columbia County for 18 years. He is on the Executive Board of Directors for CTA. Mr. Garett teaches Health, P.E., all Sciences at Pathways Academy. He was the school Meteorologist at Clewiston High School and still loves to Storm Chase. He enjoys volunteering. during natural disasters. Mick believes CTA fosters professionalism, promotes safety, and enables teachers to help students become the best citizens they can.

Jo Ragan

Board Member

Jo is a veteran teacher who has been serving students and families at Ft. White Elementary for over 37 years. She has spent her entire career on the Ft. White Elementary School Campus. She is currently an ESE Inclusion teacher serving grades 3 through 5. Mrs. Ragan loves playing with her grandbabies, visiting with family, going fishing, and hunting for sharks’ teeth. Mrs. Ragan feels CTA believes in teachers and supports teachers.

Mike Reynolds

Board Member

Mike is a 21-year veteran teacher who has been teaching in Columbia County most of his career. He teaches A.P. U.S. History, A.P. U.S. Government and A.P. Micro Economics at Columbia High School. Mr. Reynold’s students consistently perform at or above the national average on the A.P. Exams. Mr. Reynolds sees CTA as a professional organization that allows teachers an organized way to express their point of view. He believes CTA helps create a better workplace.
